Swearing in at Parliament as an MP
Having been elected a member of the National Assembly I do swear in the name of the Almighty God that I will bear true faith and allegiance to the People and the Republic of Kenya; that I will obey, respect, uphold, preserve, protect and defend this Constitution of the Republic of Kenya; and that I will faithfully and conscientiously discharge the duties of a member of Parliament.
So help me God.

The youth and Jubilee party manifesto
In as much as we advice youths to venture into business and create jobs for themselves, we too need to bring forth a smooth and favorable environment for them, Therefore, Jubilee government will batten security all over the country and provide incentives to the young and ambitious entrepreneurs.
My ambition is to unreservedly watch the next generation taking delight in the fruits of our labour, they should not find a country full of hurdles.
The wholesome ideas that run up in our minds should be wholly put to test and where necessary boosted to reach many Kenyans wherever they are. Remember, Creative drives business in our society.

Meeting other youth stakeholders
Replacing import of furniture with locally-made in government offices will empower Kenyan youth
Kenyan government should stop importing wooden furniture and use those locally made by Kenyans in all government offices.
The youth training in TTIs and Polytechnics will be inspired to settle for more once they see their workmanship used by government.
If import of furniture continues, the youth training will never get opportunity to commercialize the skills since nobody goes for their products.
I am working on initiation of Government to Government partnership by signing MOU to import specialists to train us how to make decent wood products instead of promoting foreign economies.
Once the ban on logging is done, we expect to see how the harvested timbers benefit our own people.
As we support the ban on recklessly tree cutting, I have petitioned the land commission on behalf of settlers near Mau Forest complex in Uasin Gishu, Narok, Bomet, Kericho and Nakuru to have caveats lifted on their title deeds so that they can settle have long term investments.

Bad news for pseudo account barons..
Are you an addict of pseudo accounts on Facebook, WhatsApp, Twitter and blogging prone to propaganda and character assassination, false publication, pornographic content, cyber bullying and malicious uncloaking on Facebook, twitter, WhatsApp and other platforms.?? Here is bad news for you.
The Computers and Cybercrime Bill at the second reading in National Assembly criminalise this with hefty penalties or imprisonment.
In recent years, information sharing on social media has exploded making difficult to know what is true and what is false.
Spreading false information has a negative impact on people’s lives and causes unnecessary trouble.
With the offhand usage of social media; spouses have divorced, many killed, some committed suicide, others undressed in public while others extorted.
Fake news has always undermined confidence in the news media in Kenya. Reliable media is necessary for a strong democracy.
Once the Bill becomes a law it will uplift Kenya to international best practices and curb foreign influence that is likely to defect the country’s moral uprightness.
As a youth rep MP, I back this Bill that will streamline our society to post and share moral content on social media platforms and urge all social media users to avoid malevolent use of these forums and use it to build beneficial networks towards a better life.

Attending a job and career expo day
I accompanied Speaker of the Senate Rt Hon Ken Lusaka, Senator Kakamega Cleo Malala and Senator Millicent Omanga at Masinde Muliro University of science and technology during a job and career expo day as part of efforts towards achieving the four big Agenda.
A broad representation of exhibitors took part in the event which included; Government Service Agencies, Job recruitment firms, other universities and motivational speakers. The talk centered on ways that recruitment firms can partner more closely with other government agencies and institutions of higher learning to ensure that more qualified youths find noble jobs for employment that shall commensurate with their level of qualification and experience.

In agreement with the Deputy President, the debt we owe each other as Kenyans is the debt of love but not of leadership merry-go-round. As a community and Ruto's soldiers, our business has no selfish interest but to unite Kenyans and show them that God can uplift a peasant's child.
We know that DP Ruto prepared for this political journey to State house as early as 2013 and so we need not rhetorical songs and peoms of "hatuna deni" aimed at causing animosity. Again, it should be widely known that our bid is anchored on God's promises so no force fr om any quarters shall frighten us.

Youth Empowerment funds should be ring-fenced fr om misuse
The progress of young people is being held back by high corruption levels in the youth sector triggering poor governance.
The Director of criminal Investigation (DCI) should expedite the Investigation of the huge NYS saga and the guilty party to be charged and ask to reimburse the money back to the department.
As young members of parliament We will not sit back and watch Kenya degenerate and loose its value through corruption. It is a high time we legislate strict measures that will curb corruption cases in this nation.

The organization led by its National director Ann Theresa Ndong with other key players’ intention is to impart business skills into learners at institutions of higher learning.

Meeting with EU Ambassadors and Diplomats
As Kenya Young Parliamentarians Association we had a lengthy chat with European Union ambassadors. The deliberations revolved around how we can jointly address the problems facing the youth across the country.
Another area of our concern is to sensitize youth on the position they should take while faced by political upheavals.

Youth and Agriculture
Agriculture needs youthful energy and passionate team players for it to succeed.
Evidence shows us that agriculture provides youth a viable way to harvest success and grow a sustainable future for themselves and to the generations to come.
Agriculture is rapidly growing owing to the booming population thus becoming an avenue for employment for the youths, as they are largely taking part in Agri-business directly or indirectly.
I want to also beseech those young people who have ventured into Agri-business and succeeded, to take their time and mentor other young entrepreneurs to join agriculture as a way of reducing unemployment and poverty in our country.

Presenting the rugby motion in Parliament.
Rugby is the fastest growing sporting activity that in the recent past has experienced a tremendous growth making our country a global powerhouse.
Deeply concerned of its huge economic, health social and culrural benefits to its players, I tabled Motion on the floor of the National Assembly that requests the National Government to promote this sport though establishment of National Rugby Union Stadium and regional high performance centres in order to nurture gifted players.

Hon Gideon Keter joined former Head of Scout Association Hon Kalonzo Stephen Musyoka, during the celebration of the Rover Centenary at the Rowallan Scouts Camp.
Youths across Kenya are privileged to have Hon Gideon Keter being conferred the honors of becoming the Vice President of the World Scouts Parliamentary Union(K).
As the Vice President of World Scouts Parliamentary Union, he opened the scout’s week at HQ Nairobi.
Kenya Scouts Association is a leadership Academy, teaching the small citizens about the service to the country

Promoting adult Education
Education has no age lim it
I was moved by the thirst for education of these two mothers: Naomi Chepkemoi 30 (mother of five) and Fancy Chepwogen who convinced their husbands to be allowed to go back to Tulwet Secondary school and I offered to support their zeal to learn so as to realize their career dreams.
Thanks go to Jubilee government for introducing Free Primary and Secondary Education that has seen many adults back to school. However, more adult schools to address the rising population is urgently needed.

I joined the Kirinyaga County Woman Rep Hon Purity Wangui Ngirici in Kirinyaga in launching the 'Boy & Girl Campaign' and addressed hundreds of both Primary and Secondary School pupils about value of their moral uprightness in shaping their future.
Hon Ngirici is doing a commendable job to the young people of Kirinyaga.

Statement of ethnic skirmishes
PRESS STATEMENT ON OLPOSIMORU ETHNIC SKIRMISHES
The ongoing skirmishes between the warring communities living in some parts of Narok North Constituency which include Olposimoru, Tegat, and Olengape has not gotten deserving government attention.
Under the watch of Security agents lives have been lost, property lost and damaged and children drop out of school and traumatized.
As a leader from this region, I wish to make the following statement:
1. The Interior CS Dr. Fred Matiang'i should intervene and safe the situation that has subjected vulnerable children and innocent families to unwarranted torture.
2. The Director of Public Prosecution and Inspector of Police should bring to book all leaders who issued inciting remarks that resulted to the ongoing clashes.
3. We need joint statement from the Ministry of Environment and security to tell us whether the title deeds possessed by individuals being evicted both in the clashes and Mau Forest Eviction are valid or not.
4. Narok North MP Moitalel Kenya should also tell us why he was been in forefront calling for eviction of one community in his constituency despite formal settlement.
5. The Kenya Red cross should be sent yo rescue vulnerable families camping in Olenguruone DEB.
6. Failure by the government to take prompt actions and punish those who harass and intimidate other communities in the county, we will rally protests across the Rift to end such impunity.

Humanitarian visit to victims of land skirmishes Nakuru
Hon Gideon Keter made and impromptu visit to access the situation of 500 families who were displaced during Olposimoru clashes and who were camping at a school in Olenguruone.
Hon Keter who supplied foodstuffs regretted that more than 500 pupils among them candidates are outside the school while the government has declined to arrest leaders who fueled the skirmishes by inciting remarks.
Honorable asked the CS for Internal Security Dr Fred Matiang'i to build an anti stock theft post in Olengape and also to ensure the victims get building materials and are repatriated back to their homes.

The AYC is an official Youth organization that channels resolutions and problems of youth from Africa member countries.
The organization membership is open to willing organizations so that they can channel their issues that need to be addressed from regional level.
African youth are equally learned, energetic and zealous to take part in Political Affairs, Economic, Social, Agricultural, Science, Trade, Industrialization, and manufacturing at continental level that has been left to the West and East

Averting FGM, early marriages and teenage pregnancy
"If you raise your children to feel that they can accomplish any goal or task they decide upon, you will have succeeded as a parent and you will have given your children the greatest of all blessings”
The reported number of pregnant KCSE candidates and teens in 2018 is distressing and shows wanting relationship and wide gap between parents and their children.
Schools have now closed; class 8 candidates are at home for transition period while KCSE candidates will clear in a week’s time. This means teenagers will be at home for approximately 2 months.
During this period, parents & guardians should make home atmosphere pleasant, give maximum love to their children, listen to concerns of their kids, talk with them and check the company to avoid messes caused by bad character exposed to children.
Let’s love our kids to avoid being misled by wolves in sheep’s skin who are out there to curtail dreams of our children and prepare them for poverty and total jeopardy.
To members of public, let’s be watchful and report any suspicious individuals who are seen with teenagers during this festive season.

Football tournament Bunge fc vs Chemaner fc in Nakuru
Bunge fc was invited by Hon Gideon Keter for a football tournament at Kuresoi in Nakuru, with over 20 MPs to play with Chemaner FC, Ararwet FC and Olenguruone FC.
Promoting and enhancing sports talent and mentoring the youth as they interact with their MPs.
The aim is to encourage sporting among the youth and discourage idlenes that breeds evil activities.

Visiting the National Youth Council offices Nairobi
I today made an impromptu visit to National Youth Council (NYC) head offices in Nairobi wh ere I learnt that though the staff attached to the office are diligent, lots of hitches make its efforts unfelt by local youth.
As I seek its restructuring through a legislative approach, I will work hand in hand with all stakeholders among them common youth to ensure it is made to serve our core interests.
Youth of this country are more than 80% of the total population and their interests must not be compromised.

Counter terrorism proposals
Review the salaries of security guards before giving arming them
The ongoing plans to arm security guards in a bid to counter insecurity and terrorism are gorgeous. But, it should not be rushed into.
Most of them are underpaid, with some earning sh. 6000 in Nairobi. Before giving them firearms, the government should review their salaries to ensure that they are paid what they're worth.
The Government should as a condition recommend a minimum pay of all armed guards.

If we must defeat odds bedeviling our youth, bench-marking with the best is essential.
I held talks with German Members of Parliament (Bundestag), to determine best practices that can enhance the welfare of our young people.
We are optimistic that if all stakeholders of this country come together and adopt our proposals, to solve unemployment and youth neglect, we can be the best in this world.

“MP Gideon Keter is pushing for waiver of interest charged on loans to unemployed graduates by the Higher Education Loans Board.”
Youth Representative MP Gideon Keter is proposing to amend the Higher Education Loans Board Act, 1995 to zero rate interest on loans advanced to all youths, women and persons with disability who are jobless.
The waiver should apply until the beneficiaries secure their first employment upon completion of studies.

Call for competition for IT developers
The Parliament of Kenya has been lacking a satisfactory platform to apprise and engage citizens in day to day parliamentary activities.
In this regard, young IT developers between the age of 18 and 35 years in different parts of the country are encouraged to register in a competition to develop an Application for Public Participation that will engage members of public and enable them to air their views in all parliamentary activities as provided for by Article 118 of the Constitution of Kenya 2010.
The initiative is expected to offer a solution for millions of internet users in the country. This will promote open governance, inclusivity and transparency in the parliamentary activities.

Child Protection policy and services
Child Protection is important and those violated should access justice, and the predators should be jailed. All children have the right to protection. They have the right to survive, to be safe, to belong, to be heard, to receive adequate care and to grow up in a protective environment.
A family is the first line of protection for children. Parents or other caregivers are responsible for building a protective and loving home environment. Schools and communities are responsible for building a safe and child-friendly environment outside the child's home. In the family, school and community, children should be fully protected so they can survive, grow, learn and develop to their fullest potential.
Thousands of children are not fully protected. Many of them deal with violence, abuse, neglect, exploitation, exclusion and/or discrimination every day. Such violations limit their chances of surviving, growing, developing and pursuing their dreams.
Any child can be vulnerable to violations in many places, including the home. The actual number of children experiencing violations is not easy to determine. This type of data is hard to collect and is not updated frequently.

Call for submissions of memoranda and public participation
The National Youth Council is undergoing changes to its structure through the Amendments proposed in the NYC Bill 2019. The Ministry of ICT, innovation and Youth Affairs is in the midst of developing Election guidelines to ensure the changes are effected through a credible process. The Ministry invited written submissions on the elections guidelines to be developed and used during the Youth Council elections.

HELB compliance certificate fees waiver
It has always been punitive to charge $10 from unemployed youth when they apply to get HELB compliance certificates, now the institution has waived the fees as per the aspirations envisioned in my HELB amendment Bill which is before parliament for consideration that targets to stop the monthly penalties and reduce the interest rate. No graduate should be penalized for not having a job, until a graduate secures a meaningful job is when they can repay the HELB LOAN. That is the only way these funds will have a meaning.

Olposumoru community border clashes
If the proposed policies are implemented, Olposumoru Clashes will be contained. Nakuru County Security Committee should concentrate on establishing an Anti-Stock theft Unit and demarcating the area to have more locations with each community having their own local area chief. The first unit to respond to a distress call should be the Anti Stock Theft unit, or the area chief.

NTV video reporting on BBI
A recent research was done with the aim of understanding the views and thoughts of young people regarding the Building Bridges Initiative (BBI) proposals. From the research, it emerged that 70% of the youth will reject the BBI proposals in a referendum.
While the political class continue to push for BBI implementation, there’s need to ensure that the youth are educated on what the report entails. Let’s give room for all views to be heard without any unnecessary bravado and chest thumping that has characterized its sensitization.
The national ruling party agenda of uniting and transforming our country remains intact despite the confusion brought about by the ‘handshake bandwagon’.

Legislation on Mobile Money lenders
The Star newspaper published an article on the Central Bank of Kenya (CBK) amendment Bill 2020 which I have sponsored in Parliament. Indeed my intention is clear, to rid the country of unlicensed digital money lenders and shylocks who have been operating without consent of the CBK. The proposed law follows in the wake of many Kenyans, in particular young people, who have been plunged into debts due to the steep digital lending rates.

Legislation and Policy
Upon resumption of the parliamentary sittings of the fifth session yesterday, the agenda has been set on the various bills for discussion. In light of this, the Employment amendment Bill 2019 and the Higher Education loans board amendment Bill 2020 are to be considered and deliberated for a second reading in the August house. These two pieces of legislation which I have passionately sponsored in parliament are an affirmative action forms of policy aimed at reducing the economic burden on youthful job seekers. Majority of young people stand to benefit immensely once the two policies are passed by the house of parliament.

Following the demise of the late former Senator for Garissa county, Hon Mohamed Yusuf Hajji, I joined the deputy president H.E Hon William Ruto in visiting the family of the deceased to pass our message of sympathy and in comforting with them at their time of grief. Condolence Message
It was sad to learn of the passing on of Mr James Waweru. Mr Waweru was an illustrious leader who served the ruling party as its Executive Director.
He was a personal friend, mentor and moreover a dedicated servant of the people who led the ruling party from its glorious days to present.
I pray that God grants the family, their loved ones and Jubilee Party fraternity strength and the courage to bear the loss. RIP

Security meeting at Kiptagich Kuresoi Nakuru
The way to enforce security by police has transformed, it is no longer “Fanya fujo uone” rather it is a partnership transaction between law enforcers and the citizens. That’s why it’s National Police Service and not Police force, utumishi kwa wote which translates to service to the people!
The residents of Kiptagich ward went to the streets on 1st May 2021 because a form 2 student was short dead near the Kiptagich - Silibwet road block. The conflict occurred when a child died while being rushed to Tenwek Hospital due to long standoff with officers at the roadblock.
Earlier, in the quest to have a peaceful coexistence with the police, we held a consultative meeting at Kiptagich together with County Commissioner of Nakuru Mr.Mbui, Hon Rose, Hon Maritim, Ass. County Commander of police Mr. Tonui, County CCIO Mr Sunguti, County Intelligence Service team, Area OCPD Mr. Nyarange, and the area administrative Chiefs.
After much deliberation, we ironed out all pressing matters and requested the release of the Motorcycle under police custody (Which was granted) and review of the bond issued to the people held under police custody.
I want to thank the County Commissioner and his entire security team for demostrating good leadership and acting with speed to nip in the bud this security matter which had weighed heavy in the hearts of the area residents.

Our team provides orientation briefing and capacity building to those who are interested in leadership. We assign youth coaches and mentors according to the needs and areas. Young participants will be guided on youth issues by Resident Coordinators, interested youth representatives, and other young seniors in leadership management positions.
