Legislative Progress

Gideon Keter goes persistently towards the aim he has pointed out. Lots of projects have been successfully created, and more of them will be established in the near future!

Since 2017, the Youth Office in the National Assembly has been able to accomplish the following legislative milestones.

The National Youth Council Amendment Bill 2019

The Bill seeks to amend the National Youth Council Act No 10 of 2009 by solving governance challenges, making it conform to the current constitution, and giving it autonomy.

The Employment Amendment Bill 2019

Gideon Keter aims to remove the excessive red tape around the legislation, and unnecessary expenses before job seekers secure meaningful employment, i.e. KRA EACC, HELB DCI & CRB. This amendment comes against the backdrop of increased unemployment levels among Kenyans.

The Higher Education Loans Board Amendment Bill 2020

This Bill seeks to introduce changes regarding the rate of interest to be charged on the principal amount advanced to a loanee, remove penalty fees, and grant students five years’ break before they start paying back the loan or securing a meaningful job.

The Central Bank of Kenya Amendment Bill 2020

The principal goal of the Bill is to safeguard the interests of the consumers of mobile money lenders' services - especially popular among young people - by tightening the noose on money lenders and expanding the CBK mandate.

Youth Justice Act

The youth justice system affects individuals aged 12-21 who get into trouble with the law. For example, Sexual Offences Act has posed a serious problem when passing judgment on juveniles; the male individuals are treated differently from the female, raising concern on the level of discrimination upon the boy child. We need a Youth Justice Act to cure the discrimination. It is also necessary to set up Youth Justice Centres to orient minor offenders or minor cases instead of jailing a young person for 20 years.
